Who do i contact and how do i make a complaint about a takeaway restaurants uncooked food?

My da just bought 6 chicken hot wings, and started eating it but when he bit into it , it was bloody and everything really gory! we took it back and demande our money back and the guy sai no because thats how chicken hot wings are supposed to be! where do i go to to make a complaint? and how do i do it?
