Is there a Sims-like game rated E for everyone?

My daughter wants to play Sims because she likes the idea of creating a family and running their lives. But she is too young for the mature themes in Sims, like "woo hoo". Is there a game which lets you create families and is rated E for everyone? MySims doesn't look like it lets you create families, which is what she really wants.
