What would you say is the minimum to get into a public college?

Like grades, GPA, SAT ect. My dream use to be to go to the Naval Academy, but now I am finding school much harder (as a sophmore) than it use to be. I no longer excel in school, and now I am loosing intrest even though I know I need to work harder because I can no longer not study and make A's, so now I am worried about even getting into college, and if I dont get an ROTC (or some other big scholorship) its either community college or Marine Corps boot camp for me. freshman statistics were- 4.4 GPA, 26/312 clplacement, and 1055 PSAT score, but I know my GPA and cl placement will drop, well, maybe not because my AP cles are like Steroids for my GPA. But anyway what would you say are the minimums?
