SciFi movie I can't recal?

There's a movie that appeared on SyFy when it used to be called SciFi, I forget what it's called. I know it has something to do with graves, or at least that's what I recall. Anyways, it was really, really gory, and there were these dead people in an underwater building, and then a villain dude, he would kill his victims by opening up their jaws and rip their heads open from the mouth, and then he would eat their tongues. And it happened in the first few scenes of the movie, these two kids were wondering off to a restricted area, and then they went to this building, and one of the kids had that way of death happen to him. The main story takes place like 30 or 40 years later, and the surviving kid was named Louis, Loui, Loki, or something along those lines. And he got killed that way eventually, because one of the character's car broke down or something, and Louis/ Loki was trying to face off with the villain, but got killed, but with a little extra something, he got his rib cage torn out and it was visible. I don't know, but I haven't watched that movie in a long time, and I love the cheesiness of most SyFy/SciFi films even though they're crappy. A little help for the name of this movie would help, thanks :)
